提升调频水电站AGC响应时间性能的水储协同控制策略

Collaborative Control Strategy of Hydropower and Stored Energy to Promote AGC Response Time Performance of Frequency Regulation Hydropower Plant

摘要: 西北电网作为新能源装机占比最高的区域电网,其“两个细则”要求水电机组自动发电控制(automatic generation control,AGC)响应时间须小于10 s,区域内调频水电站响应时间考核问题较为严峻。以西北电网第一调频电厂某水电站为例,基于考核情况和运行特性,提出相适应的储能配置方案,研究提升AGC响应时间性能的水储协同控制策略;通过电气闸刀进行储能链路切换,重点调节所选链路机组响应时间在17 s以内的工况;在Simulink平台进行建模仿真,并在假设边界条件下进行了经济性分析。结果表明:通过水储协同,AGC响应时间性能得到明显优化,按每月减少考核440分计算,内部收益率达18.7%,能有效缓解电站AGC响应时间被考核问题严峻的现状,提升电厂经济效益。

Abstract: Northwest Power Grid is the regional power grid with the highest proportion of new energy installed capacity. Its “Two Articles” require that the AGC response time of hydropower units should be less than 10s. The AGC response time assessment of frequency regulation hydropower stations in the region is pretty severe. Based on the first frequency regulation hydropower power plant of Northwest Grid, the assessment and operational characteristics are analyzed. In addition, a suitable energy storage configuration scheme is proposed. Collaborative control strategy of hydropower and stored energy to promote the AGC response time performance is analyzed. The stored energy link is switched through electric break to regulate operation conditions whose AGC response time is less than 17s. Modeling and simulation are performed on Simulink platform,moreover economic analysis is carried out under hypothetical boundary conditions. The results show that through water storage collaboration, the AGC response time performance has been significantly optimized. Calculated based on a monthly reduction of 440 points, the internal rate of return reaches 18.7%, which can effectively alleviate the severe situation of AGC response time assessment in power plants and improve the economic benefits of power plants.
